The Brownwood group holds some of the newest established homes in The Villages, built from about 2010 to 2021. Its villages sit in four districts and two counties, and each district brings its own size and setting.

  • District 9 covers 1,309.8 acres with 5,480 home sites. Fernandina wraps around Bonifay's rolling 27 holes, and Pinellas has Premier homes whose declaration requires at least 2,300 sq ft.
  • District 10 has 6,639 home sites on 1,588.8 acres. Lake Deaton and Osceola Hills share Lake Deaton, and Osceola Hills includes the Soaring Eagle Preserve Premier homes on lots of about 0.42 acre.
  • District 11 is in the City of Fruitland Park, Lake County. Pine Ridge is hilly for Florida, and Pine Hills borders the Sharon Rose Wiechens Preserve.
  • District 12 is in the City of Wildwood, with 6,202 home sites on 1,482.9 acres. Fenney saw its first homes in 2017 in an oak hammock setting, and Linden, Marsh Bend and Monarch Grove followed in 2019.

Three villages cross a line. Charlotte is listed in both District 9 and District 10, Collier at Atwood sits in District 9 while the rest of Collier is in District 10, and Hammock at Fenney is split between Districts 12 and 13. That last split changes the propane rules, as the next sections explain.

Homes here run from patio villas on lots as small as 0.08 acre in Marsh Bend and Monarch Grove to Premier homes on large preserve lots. Most are mixed block and stucco or frame. Each lot type points to a different fuel and pad plan, and your own loads set the size. Start with the sizing guide.

Brownwood is where natural gas shows up most, so check before choosing propane

Recent resale listings in District 12, including Fenney, Hammock at Fenney, McClure, Monarch Grove, DeSoto, Marsh Bend and Linden, often show natural gas connected or available. That is the strongest gas signal of any square. Two things to know. The utility can be TECO Peoples Gas or the City of Leesburg, and a 2020 Florida PSC order moved 3,625 Leesburg gas customers in the Bigham North, East and West developments to TECO Peoples Gas. So the meter on your wall and the name on your gas bill are the real answer.

Natural gas is not magic, but its local record is strong. Peoples Gas said about 1,400 of its roughly 500,000 customers lost service in Helene and Milton, mostly from structural damage to buildings. A Generac 26 kW unit uses about 188 cu ft an hour at half load and 333 at full load, so your installer checks that the meter and regulator can carry it with your other appliances.

Without gas, propane rules depend on the manual. District 9, 10, 11 and 12 homes may use an underground tank or one above-ground tank of no more than 120 gallons with ARC approval. District 11 adds that underground tanks need no ARC approval. On a 26 kW unit at half load, 120 gallons is about 47 hours, a 250-gallon buried tank about 4.0 days and a 500-gallon buried tank about 8.1 days. NFPA 58 keeps a buried tank about 10 ft from the building and a buildable property line, which a 0.08 acre villa lot rarely allows.

The Hammock at Fenney lots in District 13 follow the developer manual instead, which requires underground tanks for homes and patio villas. Compare options in the natural gas guide and the propane guide.

Ask your installer to confirm your gas meter's capacity before you price a propane tank.

District 9 (July 2026), District 10 (revised 8/12/2026), District 11 (July 2026) and District 12 (revised July 2026) all print the same generator rules:

  • An ARC application is needed only for a permanently fixed generator.
  • The unit sits in the rear or side yard, at least 2 ft off property lines, and out of street view.
  • A fence may screen it but stays no taller than the unit, and the exhaust points away from neighbors.
  • The pad is no larger than necessary.

Courtyard villas, such as the Reagan Villas in Pine Ridge or the courtyard villas in DeSoto and Linden, add a limit: no vertical structure in the rear easement or the dominant or servient side easements. Patio villas in Monarch Grove and Marsh Bend sit on lots as small as 0.08 acre, so the 2 ft line and the easements leave a narrow window.

Hammock at Fenney is the exception. Its District 13 part follows the Districts 13 to 16 developer manual: rear or side, not visible from the street, a size consistent with the lot, never in a dominant or servient easement, and no stated 2 ft distance. Your installer confirms which plat your villa is on.

Permits split by city. Sumter County Building Services issues them for Districts 9 and 10 and, on behalf of the City of Wildwood, for District 12 and the District 13 part of Hammock at Fenney. The City of Fruitland Park issues them for District 11 through its online portal. Wildwood's own zoning approval comes first where required, and ARC approval comes before any permit. See ARC approval, permits and the courtyard villa guide.

Have your installer confirm your plat, manual and permit office before the site plan.

A long-outage plan for Sumter and Fruitland Park homes

Most Brownwood villages are in Sumter County. In Hurricane Milton, the Florida PSC counted 21,912 Sumter accounts out (23.0%) at 8:47 AM on October 10, 2024. The evening count was 18,253, and the county reached zero on October 14. Pine Ridge and Pine Hills are in Lake County, which had 118,050 accounts out (54.35%) at the same hour and was also at zero by October 14. In both counties, restoration took about four days. Irma in 2017 was harder on Lake County, which peaked at 69.7% of accounts out, against 38.9% in Sumter.

Longer outages are part of Florida's record, though not this area's. Hurricane Michael kept Panhandle counties out about 26 days, and Lee County was out about four weeks after Ian. NERC rates the Florida Peninsula grid at normal risk, so the long-outage case here is storm damage to lines. EIA says US customers averaged about 11 hours without power in 2024, a 10-year high driven mostly by Beryl, Helene and Milton.

Brownwood's advantage is natural gas, where a main reaches the home. Gas does not need a delivery truck. Even so, a careful plan covers four things:

  1. Size for essentials rather than every circuit, so the unit runs lightly loaded for days.
  2. Use load management. Generac's 26 kW transfer switch can manage up to four air conditioning loads with no added hardware.
  3. For propane, book refills. After Irma, propane reached Florida only by truck for about seven days.
  4. Plan the oil. Generac asks for a 30 minute shutdown every 24 hours to check oil and a change every 100 hours above 85 F. Three weeks is about 494 run hours, roughly 5 changes.

Read the long-outage guide and the runtime guide for the details.

Ask your installer for a written week-long plan: fuel, oil and the loads that stay on.

Heat, medical devices and the Sumter and Lake programs

Brownwood homes fall under two county special-needs programs. Sumter County residents register with the Florida Department of Health in Sumter County through snr.flhealthresponse.com, and its Special Needs Shelter is at the Gloria Rowe Hayward complex in Sumterville. Pine Ridge and Pine Hills residents in Lake County register with the Lake County Office of Emergency Management, whose shelters serve people who need oxygen or uninterrupted power, with a caregiver staying alongside. The state registry says registering does not guarantee a shelter space and asks people to plan for at least 72 hours on their own.

The need is real. HHS emPOWER data for October 2026 shows 2,478 Medicare beneficiaries in Sumter County relying on power-dependent equipment, 577 of them on oxygen, and 5,373 in Lake County. SECO Energy's Medically Necessary Service does not give priority during named-storm restoration, so a home generator is the reliable layer.

  • Oxygen: a Philips EverFlo concentrator draws about 350 W. Most concentrator batteries last about 3 to 4 hours at low settings.
  • Cooling: the CDC says adults 65 and older should stay in air conditioning in very hot weather and not rely on a fan. Someone should check on them at least twice a day.
  • Medicine and food: insulin keeps unrefrigerated between 59 F and 86 F for up to 28 days. A closed fridge holds about 4 hours and a full freezer about 48 (FDA).

Water is a District service. Central Sumter Utility serves most of District 9, District 10, District 11 and Brownwood, and South Sumter Utility serves District 12. After line breaks the District issues boil notices that usually take about two days to clear, so keep bottled water on the shelf. See medical backup power and keeping the AC running.

Register with your county program and tell your installer which devices must stay on.

Three steps to power

Without backup power, a newer, well-built home still goes hot and dark for the days it takes crews to rebuild the lines.

Do Brownwood area homes have natural gas for a generator?

Many do. Recent District 12 listings in villages such as Fenney, McClure, DeSoto, Marsh Bend and Linden often show natural gas connected or available, but no public map confirms the utility or coverage street by street. Check for a gas meter or a gas bill. Your installer then confirms the meter and regulator can carry a generator at full load along with your other gas appliances.

Which rules apply to my villa in Hammock at Fenney?

It depends on your plat. Hammock at Fenney is split between District 12 and District 13. The District 12 manual allows one above-ground propane tank of up to 120 gallons with approval and keeps the generator 2 ft off property lines. The District 13 developer manual bars generators from dominant and servient easements and sets propane rules by home type. Your installer confirms which manual covers your villa.

Who issues the permit for a generator in Pine Ridge or Pine Hills?

Pine Ridge and Pine Hills are District 11, in the City of Fruitland Park, Lake County. The city's Building and Renovating office issues permits, and installers apply through its online portal. ARC approval under the District 11 manual comes first. Your installer confirms the office for your address and handles both applications for you.

Does an underground propane tank need ARC approval in District 11?

No. The District 11 manual says underground L.P. tanks do not need ARC approval, though they still may not encroach on any utility or use easement. An above-ground tank needs approval and is limited to one tank of no more than 120 gallons, out of view. The generator itself still needs an ARC application, and the county or city permit still applies.

How long would a generator need to run after a storm like Milton?

Plan on at least four days. In Milton, Sumter County went from 21,912 accounts out on the morning of October 10, 2024 to zero on October 14, and Lake County followed the same pace. Florida's emergency checklist says to plan supplies for at least 7 days. Natural gas covers that easily where available, and a propane plan needs a tank size and refill plan to match.

Can a generator fit on a 0.08 acre patio villa lot in Marsh Bend?

Often, with careful placement. The District 12 manual requires a rear or side spot at least 2 ft from property lines and out of street view, and villa easements limit where a pad can go. A compact air-cooled unit on natural gas avoids a tank altogether, which helps on a small lot. Your installer measures the yard and draws the easements on the ARC site plan.
