Sumter County accounts out at Milton's peak, Oct 10, 2024 (Florida PSC)

Eastport's villages are still being built. All ten sit in the City of Wildwood, Sumter County, and the oldest homes date only to 2024.

  • District 15 was established October 10, 2022, with boundaries amended February 27, 2023. It covers about 1,378.4 acres and 6,631 home sites. Moultrie Creek was introduced October 13, 2023, with the Shallow Creek championship course in the village, and Shady Brook followed in 2024. Waters Edge and Well Point came in late 2024, Oak Hollow in 2025, Edenfield in late 2025 around the Woodlands East nine, and LaGrange and Lakeview, named for its views of Central Lake, in 2026.
  • District 16 was established February 24, 2025 and covers about 1,316.1 acres. District Government lists Farmstead, Long Prairie and Merritt Field as its villages. Long Prairie was introduced February 25, 2026, and Merritt Field April 1, 2026, set between two executive courses.

The homes cover every type The Villages now builds: designer and Premier homes, cottage homes, cottage villas, patio villas, bungalow villas and verandas. In Moultrie Creek, Shady Brook and Oak Hollow, the designer, Premier and veranda models use precast concrete walls. Water views, golf and preserve edges appear across the official village pages.

For a generator, new construction is an advantage. The electrical panel is current, the yard has room before landscaping fills in, and the easements are fresh on the plat. Planning early lets the pad, the gas or tank line and the transfer switch go in once, before the yard is finished. The how it works page and the transfer switch guide explain the parts.

Buried propane for homes, 120 gallons for verandas, and an unmapped gas picture

Eastport follows the Districts 13 to 16 developer manual (version 4.20.26). Its propane rule depends on your home type:

  • Single-family homes, cottage homes and patio villas: L.P. tanks must be underground, and no underground tank may sit in a utility or use easement.
  • Courtyard villas, verandas and cottage villas: underground, or above ground up to 120 gallons, out of view from the road and neighbors.

So the 120-gallon above-ground limit only binds the attached and villa homes here. For a designer or Premier home the question is how big a buried tank the lot can take. NFPA 58 keeps a buried tank about 10 ft from the building and a buildable property line, the manual bars vertical construction in any setback, and PERC advises placing tanks where the delivery truck can reach them without crossing buried features. Generac's 26 kW spec sheet gives the runtime at half load:

  • 120 gallons: about 47 hours, roughly 1.9 days.
  • 250 gallons buried: about 97 hours, roughly 4.0 days.
  • 500 gallons buried: about 194 hours, roughly 8.1 days.

At full load the same unit burns about 87 gallons a day, which is why load management matters. Ferrellgas names 325 gallons as a good size for backup generators, a useful middle point when the lot cannot take 500.

Natural gas service in Districts 15 and 16 is not mapped from any utility source. Public PSC filings show plans for the City of Leesburg to serve future Villages developments in Sumter County, but they do not name these villages. If your new home has a gas meter, your installer checks that it can supply about 333 cu ft an hour at full load on top of your appliances. See the propane guide and the runtime guide.

Ask your installer to size the buried tank your lot can actually hold.

Developer manual placement rules on new Eastport lots

Unlike the older district manuals, the developer manual that covers Eastport is administered by the Developer. Its generator rules, on page 10:

  • An ARC application is needed only for a generator permanently fixed to the home, so a portable needs none.
  • The unit goes in the rear or side yard and must not be visible from the street.
  • A fence may screen it but stays no taller than the unit, and exhaust points away from neighbors.
  • The generator's size must be consistent with the size of the lot.
  • No generator in any dominant or servient use easement.

The manual states no 2 ft property-line distance, but it allows no vertical construction in any Developer, city or county setback, and some deed restrictions add Declarant setbacks. Its Appendices I to X diagram the villa and veranda maintenance and use easements. Those diagrams decide the pad spot for the Shady Brook cottage villas, the patio villas in Well Point and Waters Edge, and the bungalow villas and verandas in Long Prairie. Well Point's small villa lots leave little space outside the easements. Noise is not addressed in the manual.

Golf and water lots, common in LaGrange, Lakeview and Edenfield, usually point to a rear location. The unit still has to stay out of street view, low and screened, with exhaust away from the house next door.

Permits come next. The City of Wildwood outsources its building department, so Sumter County Building Services issues the permits for every Eastport village. Wildwood's own zoning or site-plan approval comes first where required, and in The Villages ARC approval is the first step. Your installer confirms the steps for your address. See ARC approval and generator noise.

Have your installer place the pad on your plat before landscaping goes in.

A long-outage plan for homes too new to have a storm history

Eastport's homes were not here for Milton, but Sumter County's record still applies. At 8:47 AM on October 10, 2024, the Florida PSC counted 21,912 of 95,259 Sumter accounts out (23.0%). SECO Energy's Sumter accounts were at 15.95% in the same report. The county count reached zero on October 14, about four days after the peak. Irma in 2017 took Sumter to 38.9% out, and statewide, Irma outages fell below 1% only ten days after the peak.

Florida has seen much longer outages elsewhere: about 26 days in Panhandle counties after Michael, and about four weeks in Lee County after Ian. Those are not predictions for Eastport. NERC rates the Florida Peninsula grid at normal risk, and its 2025 to 2026 winter assessment reported strong fuel security for Florida. The long-outage risk here is storm damage to lines. Florida's emergency checklist says to plan for at least 7 days.

A week-long plan for a new Eastport home:

  1. Right-size the unit. Pick the loads that matter, such as cooling, the kitchen, medical devices and lights, and size to those rather than every circuit.
  2. Add load management. Generac's Smart Management Modules manage large loads at startup and shed them when the unit is overloaded.
  3. Match fuel to days. A buried 500-gallon tank gives about 8.1 days at half load. A veranda on 120 gallons above ground gives about 1.9, so line up a refill. After Irma, propane reached Florida only by truck for about seven days.
  4. Keep oil and filters on hand. Kohler 26 kW units ask for an oil check every 24 hours and a change every 150 hours. Generac asks for a change every 100 hours in continuous running above 85 F.

See the long-outage guide and the maintenance guide.

Ask your installer for a fuel and oil plan written for a 7-day outage.

Heat, medical needs and Sumter County's special needs program

Every Eastport village is in Sumter County, so residents with medical needs register with the Florida Department of Health in Sumter County, online at snr.flhealthresponse.com or by mailed form. FDOH reviews each application, calls registrants before an evacuation and arranges transport to the Special Needs Shelter at the Gloria Rowe Hayward complex in Sumterville. The county asks people not to wait until the last minute, because processing may stop during an emergency. The state registry adds that registering does not guarantee a shelter space and that registrants should plan to be self-sufficient for at least 72 hours.

Sumter County has a large power-dependent population: HHS emPOWER data for October 2026 counts 2,478 Medicare beneficiaries using power-dependent devices, 577 of them on oxygen services. SECO Energy's Medically Necessary Service does not prioritize homes during named-storm restoration. A home generator keeps that equipment running where you live.

  • Oxygen and CPAP: a Philips EverFlo concentrator averages about 350 W. Concentrator batteries usually last about 3 to 4 hours at low settings.
  • Cooling: the CDC says adults 65 and older adjust less well to sudden heat, should stay in air conditioning in very hot weather, and should be checked on at least twice a day.
  • Food and insulin: a closed fridge holds about 4 hours and a full freezer about 48 (FDA). Insulin keeps unrefrigerated between 59 F and 86 F for up to 28 days.

Water in Districts 15 and 16 comes from Gibson Place Utilities, a privately owned system, rather than the District-run systems that serve older areas. The District's boil-notice page lists the Gibson Place service area too, and a notice usually takes about two days of lab sampling to clear, so keep bottled water on the shelf. Three steps to power

Without a plan, a new home has no storm-season habit yet, and the first long outage arrives before anyone has written down the fuel, the oil or the loads that matter.

  1. Request a free estimate

One request matches you with a licensed local installer who visits your home near Eastport, reads your panel, and sizes a generator to the loads you want to keep.

  2. ARC approval, permit and install

Your installer drafts the site plan for your district's Architectural Review Committee, pulls the building permit after approval, and schedules the install and inspection.

  3. Power through the next long outage

Your home keeps cooling, refrigeration and medical equipment running, with a fuel and oil plan already written down for a multi-day outage.

Can I install a generator before I move into my new Eastport home?

Usually the steps are the same either way: an ARC application under the developer manual, a permit from Sumter County Building Services for the City of Wildwood, then install and inspection. Planning early lets the pad, the fuel line and the transfer switch go in before landscaping. Your installer confirms timing with the ARC and any builder conditions for your home.

Do I need an underground propane tank for a designer home in District 15?

Yes. The Districts 13 to 16 developer manual requires underground L.P. tanks for single-family homes, cottage homes and patio villas, and no underground tank may sit in a utility or use easement. Courtyard villas, verandas and cottage villas may also use an above-ground tank of up to 120 gallons. Your installer and a propane supplier confirm a buried tank spot that meets NFPA 58 setbacks on your lot.

Who issues generator permits in Eastport villages?

Sumter County Building Services. All Eastport villages are in the City of Wildwood, which outsources its building department to Sumter County, so the county issues the permit. Wildwood's own zoning or site-plan approval comes first where required, and ARC approval under the developer manual comes before any permit. Your installer confirms the steps and pulls the permit for your address.

Does the developer manual limit generator noise?

No. The Districts 13 to 16 developer manual does not address noise. It does require a rear or side location out of street view, screening no taller than the unit, exhaust pointed away from neighbors, a size consistent with the lot, and no placement in dominant or servient easements. Your installer can still suggest a quieter unit and a spot that keeps sound away from neighbors.

How long can a 500-gallon buried tank run my generator?

About 194 hours, roughly 8.1 days, on a Generac 26 kW unit at half load. A 500-gallon tank is filled to 80%, so it holds about 400 usable gallons, and the unit burns 2.06 gallons an hour at half load. At full load it burns about 87 gallons a day, so load management and right-sizing add days. Your installer confirms whether your lot fits a tank that size.

Will SECO put my medical equipment first after a hurricane?

No. SECO Energy's Medically Necessary Service flags an account for crews only when emergency storm restoration is not in effect. During named-storm restoration, shelters, hospitals and government facilities come first, and SECO says it cannot guarantee uninterrupted power. Register with the Sumter County special needs program and plan for a home generator that carries your oxygen, CPAP and cooling.
