Liberty Park is the southernmost village in District 5, laid out along St. Charles Place between Bailey Trail and Buena Vista Boulevard, about 0.7 mile north of CR 466A. Listings describe it as roughly halfway between Lake Sumter Landing and Brownwood Paddock Square. It borders the 27-hole Cane Garden championship course, and one listing reports golf frontage and water views on the Allamanda nine at hole 5. Mature landscaping and small to mid-size lots fill out the picture.
A golf-front back yard is open to view. The District 5 manual asks that a fixed generator not be visible from the street, but golfers and the neighbors across the fairway can still see the rear of your lot. That is why a side yard often works best here, with a fence or shrubs that stand no taller than the unit. Exhaust has to point away from neighboring homes, and on a golf lot that usually means toward the course or the open side of the yard.
Trees near the lot line matter too. The Florida PSC found vegetation was the largest outage cause in Irma, and mature landscaping that shades a villa can also drop limbs. Your installer picks a pad spot clear of overhanging branches and with room for service access. The noise page covers exhaust direction and quieter models.
Keeping cool on St. Charles Place when crews are busy elsewhere
The October 2026 HHS emPOWER data counts 2,478 Medicare beneficiaries in Sumter County who rely on power-dependent equipment, 577 of them on oxygen services. For many Liberty Park households, a generator is a health decision first.
Here is what the official sources say:
- Heat. CDC says people 65 and older handle heat less well and should stay in air-conditioned space in very hot weather, not rely on a fan alone.
- Utility priority. SECO Energy's Medically Necessary Service flags accounts for crews only outside named-storm restoration. During a storm, shelters, hospitals and government facilities come first. If Duke Energy Florida is on your bill, ask Duke about its own program.
- Medicine. FDA gives insulin up to 28 days unrefrigerated if kept between 59 F and 86 F. For other refrigerated medicine, Ready.gov advises throwing it out after more than a day without power unless the label allows otherwise.
- Registry. Sumter County's special needs registry, run by the Florida Department of Health, is worth joining, but registering does not guarantee a shelter space.
A standby generator wired to the air handler, the refrigerator and the medical circuits covers all four at home. FDA also advises checking device settings after power returns, since some reset to defaults. See the medical equipment backup guide.
Your approval path
For a household that needs cool air or powered medical equipment, two or three days without power is more than discomfort, and utility programs do not promise to come first.
ARC application
Under the District 5 manual, a permanently affixed generator needs an Architectural Review application with a site plan showing lot lines, easements and the pad location.
Rules for the spot
The unit goes in the rear or side yard, at least 2 ft from property lines, not visible from St. Charles Place or other streets, with exhaust away from neighbors and fencing no taller than the unit.
County permits
Once approved, your installer applies to Sumter County Building Services for electrical and any gas or propane permits, and confirms the office for your address.
Install and inspection
The installer sets the pad, transfer switch and generator, the county inspects, and you get a walkthrough of the controller and the oil check.

District 5 rules for Colony villas on Gibbes Way and Eagle Ridge Drive
Free in-home estimate, written price, no obligation.
Get my estimateLiberty Park's homes date from about 2005: Colony patio villas on Gibbes Way and Eagle Ridge Drive, designer Camellia and Whispering Pine homes, and the single-family Austin model. The listings show frame with vinyl siding and shingle roofs, several with rain gutters, and one with an architectural shingle roof and a lightning rod system.
Every one of them answers to the District 5 ARC manual, revised 7/7/26, and its generator rules apply to homes, courtyard villas and patio villas alike:
- File an application for any permanently affixed generator. Portables do not need one.
- Put the unit in the rear or side of the home site.
- Keep it at least 2 ft off every property line, the pad included, and make the pad no larger than necessary.
- Keep it out of view from the street; a fence may screen it but may be no taller than the generator.
- Point the exhaust away from neighbors.
For a Colony villa, the 2 ft rule and the easements on a shared lot are the tight spots, so a compact unit and an exact site plan matter. Propane follows its own rule: an underground tank, or one above-ground tank of no more than 120 gallons, out of view and out of easements. Your installer confirms each point for your lot before filing. The ARC approval guide has the full process.
A Liberty Park outage plan, from day one to day ten
Most local outages end in days. Milton's Sumter County count fell from 21,912 accounts at the Oct. 10, 2024 peak report to zero by Oct. 14. Irma in 2017 took longer statewide, with Florida below 1% out only ten days after the peak. A plan that covers ten days covers both.
- Day one. The generator starts on its own. Close the refrigerator; FDA says it keeps food cold about 4 hours unopened, so the generator's job is to keep it from ever getting that far.
- Day two. On propane, check the gauge. A 120 gallon above-ground tank, about 96 gallons usable, runs a Generac 26 kW about 47 hours at half load. Call for a refill now, not on empty.
- Every 24 hours. Generac asks for a shutdown of at least 30 minutes to check oil and clear the louvers.
- Around day four. At about 100 hours of continuous running above 85 F, Generac calls for an oil and filter change, about 1.9 quarts on a 20 to 26 kW unit.
- Days five to ten. Keep loads modest: air conditioning, kitchen, medical gear, lights.
If natural gas reaches your home, the fuel steps drop out and only the oil routine remains. The fuel runtime page has more tank sizes.

Get my estimateCan I put a generator behind my Liberty Park home on the Cane Garden course?
The District 5 manual allows the rear or side yard, at least 2 ft from property lines, out of view from the street, with exhaust away from neighbors and screening no taller than the unit. A rear yard on the golf course is allowed in principle, but it is in plain view of the course, so many installers suggest a side yard. The ARC decides from your site plan.
Will SECO restore my power first if I am on its medical list?
Not during a named storm. SECO Energy's Medically Necessary Service flags accounts for crews only when emergency storm restoration is not in effect; during a named storm, shelters, hospitals and government facilities come first. SECO adds that uninterrupted power cannot be guaranteed and points to a backup generator, evacuation or a county shelter. If Duke Energy Florida serves you, Duke can explain its own rules.
How many days will a propane generator run in Liberty Park?
On a 120 gallon above-ground tank, the largest District 5 allows above ground, about 47 hours for a Generac 26 kW at half load, or roughly 1.9 days. A buried 250 gallon tank gives about 4.0 days and a 500 gallon tank about 8.1 days, if your lot has room for the NFPA 58 setbacks. Natural gas, where a main reaches the home, needs no refills.
Should I join the Sumter County special needs registry if I have a generator?
Yes, it is worth doing. The registry, run by the Florida Department of Health in Sumter County, lets officials know who may need help, and registrants are told to plan to be self-sufficient for at least 72 hours. Registering does not guarantee a shelter space, which is why a generator at home is a sound second layer. Register early; processing may stop during an emergency.
Do I need a permit as well as ARC approval in Liberty Park?
Yes. The ARC approval covers how the generator fits the district's rules, and the building permit covers the electrical and fuel work. Liberty Park is in unincorporated Sumter County, so permits normally come from Sumter County Building Services. ARC approval comes first, then the permits. Your licensed installer handles both and confirms the permit office for your address.
